DNV (Det Norske Veritas), a leading classification society, has released its latest technical and regulatory updates in October 2024. These updates focus on advancing compliance, efficiency, and sustainability in the maritime sector (if you want to read the original DNV document please follow THIS LINK). Below is an overview of the most significant developments.
1. Guidelines for Efficient and Compliant Fixed-Pitch Propeller Retrofits
To support the maritime industry’s decarbonization efforts, DNV has introduced comprehensive guidance for retrofitting fixed-pitch propellers. These retrofits aim to enhance vessel efficiency while ensuring regulatory compliance.
- Approval Process: Vessel owners must initiate retrofit projects through DNV’s Veracity portal, submitting required technical documentation such as torsional vibration calculations. Subcontractors can assist with documentation uploads.
- Certification Requirements: Propeller manufacturers must ensure compliance with DNV classification rules, SOLAS crash stop testing, and MARPOL’s EEXI standards.
- On-Site Inspections: DNV surveyors will oversee installation, including critical tests like the “blue fit test” for proper propeller-shaft alignment.
- Sea Trials: Testing includes propeller performance assessments, crash stop maneuvers, and torsional vibration measurements to verify operational safety and efficiency.
2. Upcoming Changes in Ballast Water Record-Keeping
Starting in 2025, new IMO resolutions will mandate changes to ballast water record books (BWRBs) under the Ballast Water Management Convention:
- New Format: The BWRB will adopt a standardized format with updated codes (A-H) for recording ballast water operations.
- Electronic Record Books: From October 2025, electronic BWRBs will be mandatory. These systems must be type-approved by DNV or other recognized organizations and accompanied by a ship-specific declaration.
- Implementation Timeline:
- Update hard-copy BWRBs by February 2025.
- Transition to electronic systems by October 2025 if desired.
3. Addressing False Exhaust Monitoring Readings
DNV has highlighted an increasing issue of false readings from exhaust monitoring equipment in port state inspections. This problem can lead to non-compliance penalties or operational delays. The society recommends regular calibration and maintenance of monitoring systems to avoid discrepancies.
4. Approval for Ammonia-Fueled Container Vessels
In a significant step toward alternative fuels, DNV has granted Approval in Principle (AiP) to HD Hyundai Heavy Industries for their ammonia dual-fuel large container vessel design. This development aligns with the industry’s shift toward low-carbon fuels and supports IMO’s greenhouse gas reduction targets.
5. Recommendations for Compliance and Efficiency
DNV emphasizes early engagement with its guidelines and digital tools to streamline compliance processes:
- Use the Veracity portal for project approvals and documentation management.
- Stay updated on regulatory changes through DNV’s Technical and Regulatory News platform.
- Leverage DNV’s Direct Access to Technical Experts (DATE) service for technical inquiries.
