The paperwork said 380 metric tons. The tank said something very different. Here’s what I learned about trusting numbers on paper over numbers in steel.

I want to tell you about the bunker delivery that taught me never to sign a delivery note based on a barge’s numbers alone. It cost the company roughly eighteen thousand dollars in fuel that existed only on paper, and it took me two more deliveries after that to actually understand how the shortage had been engineered, not just how it had happened.

The Delivery That Looked Completely Normal

This was a fairly routine bunkering operation in a busy port, the kind you do dozens of times a year without much drama. The barge came alongside, we ran the hoses, connected the manifold, and started receiving. Three hundred eighty metric tons of intermediate fuel oil, according to the order. The barge’s own metering system showed the delivery tracking exactly on schedule. Everything about the process felt unremarkable.

I was the Chief Engineer by this point, about twelve years in, and I had developed what I thought was a solid bunkering routine. Check the barge’s certificate of quality. Verify the seal numbers on the sample containers. Monitor the delivery rate. Take soundings before and after. Standard stuff, nothing exotic.

The barge’s flow meter showed 380.4 metric tons delivered by the time we finished. Their delivery note said the same number. Everything matched between their meter and their paperwork, which felt like confirmation rather than what it actually was: two numbers generated by the same party agreeing with each other.

My own sounding before the delivery, then after, told a different story. When I ran the numbers through the ship’s tank tables and applied the temperature correction, my tanks showed a receipt of approximately 351 metric tons. A shortfall of nearly 30 metric tons on a delivery of this size. At the fuel prices back then, that gap was worth somewhere around eighteen thousand dollars.

The barge’s flow meter and the barge’s delivery note will always agree with each other. That is not verification. That is the same story told twice by the same source.

Where I Went Wrong The First Time This Happened

Here is something I want to be honest about, because I do not think this story is useful if I pretend I caught this perfectly the first time it happened to me. This was not actually my first shortage. There had been a smaller one, maybe eight or nine tons, on a delivery a few years earlier, early in my time as Chief. And at the time, I did what I now recognize almost every engineer does the first time: I assumed I had made an error.

I second-guessed my own sounding. I wondered if the tank tables were slightly off for that particular trim and list. I wondered if the temperature correction I applied was not quite accurate for the actual fuel temperature at the moment I took the reading. I convinced myself, essentially, that the barge’s numbers were probably right and my numbers probably had some small error I could not quite locate.

I signed the delivery note for the full quantity. Not because I believed it, honestly, but because I did not yet trust my own verification enough to challenge a barge operator who had done this a thousand times and clearly knew his own metering system better than I did. That is the trap. The barge crew are professionals. They do this daily. It feels presumptuous for a ship’s engineer to challenge their numbers on the strength of a sounding tape and a tank table.

It took the second, much larger shortage, the one I am telling you about here, for me to stop assuming I was the one making the mistake.

What Actually Creates a 30-Ton Gap

After that second shortage, I got serious about understanding exactly how a discrepancy like this actually gets created, because I realized I had been treating it as a mystery when it is actually a fairly well understood set of mechanisms if you take the time to learn them.

The first mechanism is the cargo manifold trapped volume. Every barge has piping between its tanks and the delivery hose connection. That piping holds fuel. If the barge’s own metering happens before that piping, and the barge does not fully strip that line at the end of delivery, some of what was “delivered” according to their meter never actually left the barge. It is sitting in a pipe, still theirs, while the meter already counted it as yours.

The second mechanism, more deliberate, involves air entrainment in the flow meter. A flow meter reads volume passing through it. If air is intentionally or carelessly introduced into the line, the meter registers volume that is partly air, not fuel. This inflates the apparent delivery without actually inflating the fuel received. On this particular delivery, I later learned from a colleague on another vessel who had dealt with the same barge operator, that this specific barge had a reputation, quiet and unofficial, for running slightly aerated deliveries during periods of high demand.

The third mechanism is temperature. Fuel expands when warm. A barge that delivers fuel at a higher temperature than what gets recorded on the certificate will deliver less actual mass while showing a volume that looks correct. If your own temperature correction at the receiving end is not rigorous, this difference disappears into rounding and gets absorbed as “normal measurement variance.”

Individually, each of these might account for a few tons. Combined, on a delivery with a barge that is not being scrupulously honest, they add up to exactly the kind of gap I saw that day.

The Conversation On The Manifold

I want to describe what actually happened once I had my numbers, because the conversation itself taught me something about how these situations get handled in the moment, under time pressure, with a barge crew that wants to disconnect and move to their next job.

I told the barge’s representative that my soundings showed a discrepancy of approximately 29 metric tons against their delivered figure. His first response, and I want to say this without excessive cynicism because I think it was probably partly genuine, was that ship soundings are notoriously less accurate than calibrated barge meters, and that small discrepancies within a percent or two are completely normal in bunkering.

He was not entirely wrong about that general principle. Small discrepancies, in the range of half a percent to one percent, are indeed normal and expected due to measurement tolerances on both sides. But 29 tons on a 380 ton delivery is not half a percent. It is closer to eight percent. That is not measurement tolerance. That is a real quantity of fuel that either never left the barge or was never actually fuel to begin with.

I insisted on a joint re-sounding of my tanks with his representative present, an insistence I had not made on the earlier, smaller shortage years before. We did it properly, together, with him watching the sounding tape and the calculation. The number held. He then requested to check his own line for trapped product, and sure enough, when they stripped the delivery hose and manifold piping back to the barge, a meaningful quantity of fuel came through that had not been accounted for. It did not close the entire gap, but it closed a portion of it, and it proved the trapped volume mechanism was real and active on this specific delivery.

What I Do Differently On Every Delivery Since

This experience did not make me paranoid about every bunker delivery, but it permanently changed the rigor I apply to the process. A few specific habits have stuck with me across every vessel I have served on since.

  • I never rely solely on the barge’s flow meter reading as my confirmation. My own tank soundings, taken carefully before and after, with proper temperature correction applied, are the number that matters to me. The barge’s meter is their claim, not verification.
  • I insist on stripping the delivery hose and manifold line at the end of every delivery, in my presence, and I account for that volume explicitly rather than assuming it is negligible. On a large delivery, trapped line volume is not a rounding error.
  • I check the delivered fuel temperature against the certificate of quality temperature, not just at the start of delivery but periodically throughout. A barge that starts warm and stays warm is different from a barge whose temperature climbs mysteriously partway through.
  • I do not sign the bunker delivery note until my own numbers reconcile with theirs within a genuinely acceptable tolerance, and I have learned exactly what that tolerance should be rather than accepting whatever number a barge representative tells me is normal.
  • When there is a real discrepancy, I document it properly at the time, with photographs of the sounding tape, both parties’ calculations, and a formal note of protest if needed, rather than resolving it informally on the manifold and hoping it works out later during invoice reconciliation.

Why This Happens More Than The Industry Admits

I do not think most bunker shortages are the result of outright fraud, though some certainly are. I think most of them exist in a gray zone that the industry has quietly learned to tolerate because pushing back is inconvenient, time-consuming, and can strain commercial relationships that companies value more than a few tons of fuel on any single delivery.

Every Chief Engineer I have spoken with candidly about this, and I have had this conversation more times over the years than I expected to, has a version of this story. A delivery that did not quite add up. A moment of self-doubt about their own sounding. A decision, in the moment, to sign anyway because challenging it felt disproportionate to the discrepancy, or because the barge was already casting off, or because head office does not want to hear about a bunker dispute that delays the vessel’s schedule.

That accumulated tolerance, ship by ship, delivery by delivery, is exactly what allows this gray zone to persist. It is not that every barge operator is dishonest. It is that the system has very little genuine friction against the barge operators who are, because so few engineers push back hard enough, early enough, with good enough documentation, to make it costly for them to keep doing it.

The Number That Actually Matters

Here is what I tell every junior engineer I train on bunkering now, and it is the single most important thing I wish someone had told me before that first small shortage years earlier: your sounding is not a suggestion waiting for confirmation from someone else’s meter. It is the number. If it disagrees meaningfully with the delivery note, the delivery note is what needs explaining, not your tank tables.

The barge wants to leave. The schedule wants the vessel to sail. Head office wants a clean delivery with no drama in the report. All of that pressure pushes toward signing the note and moving on. None of that pressure has anything to do with whether the fuel is actually in your tanks.

Eighteen thousand dollars taught me that the ten extra minutes it takes to properly reconcile a sounding against a delivery note, and the uncomfortable conversation that sometimes follows, is worth every bit of friction it creates in the moment.


The next time a bunker delivery note lands in front of you for signature, ask yourself whose number you are actually confirming. If the answer is only the barge’s own meter agreeing with the barge’s own paperwork, you have not verified anything. You have simply recorded what they told you twice.
